Radkfile Usage?

Hi all, I've been trying to make an application that allows you to search for kanji using radicals, just like Jisho.org has done so cleanly and my first instinct was to use the same data that this incredible site uses. However, when I navigate over to the radkfile page and attempt to view the file, the characters look pretty off and to be honest, it's incredibly overwhelming. Maybe this isn't the best place to ask this, but I was wondering if someone could help me out in how to get started using the radkfile. Assistance of any kind would be incredibly appreciated!

The encoding is EUC-JP. Don't try to open it as UTF-8, then of course it's not gonna show up correctly.
