This is simply owed to the fact that there is no entry for "技能士" in the dictionary (JMdict).
I have proposed one. It will be there in a few days in all likelihood.
My references don't explicitly dedicate an entry to 一級技能士 or 二級技能士, they just mention that there are two grades in their 技能士 entries. I'll look into those maybe later.

一級技能士
Tried to enter this for the reading．The furigana I got was rather strange:いちきゅうわざのうし！ 一級 on it's own was given the correct furigana and ironically, as one example, いっきゅうけんちくし一級建築士 was listed below. On the other hand 技能士 on its own also returned わざ技 のうし能士 breaking up the term in the wrong place, this despite 技能 being listed under 技 as a possible jukugo! 一級技能士 is one of the 国家資格 and is obtained through an examination, so it should really be listed accurately. Thank you.
