question

can this phrase be used when someone sneezes? as in like "bless you"? thanks.

Well there's no such cultural thing in Japan really. But if you want to say anything, hmm I guess if somebody is really sneezing intensively so that it's almost worrying you could just ask something like 大丈夫? but not really for each and every little whiff. As for お大事に that sounds like a bit.. much. However if YOU are the one who is sneezing loudly it might be a good idea to apologize.
