It's a consequence of the way the auto-generated Wikipedia entries are created. The Japanese entry in question links to a subsection of the Time Complexity page on the English Wikipedia, but the tool probably couldn't parse it that way.
As with all the Wikipedia entries, it's just their for convenience and you're best off clicking the links to see the actual latest page.

Incorrect entry
多項式時間 does not mean "Time Complexity", but "Polynomial time", which is one time complexity class.
Depending on the context you might be able to translate it as "Polynomial form Time Complexity" but that is a stretch.
Translating it as "Time Complexity" is incorrect.
"Time Complexity" is usually translated as 時間計算量。
